I completed my Diploma in Mechanical Engineering from the Govt. Tamil Nadu Polytechnic, Madurai in the year 1987. Subsequently during the course of my service for the Ministry of Defence, I completed my AMIE-Section-‘A’ in 1992.
My career in the Industrial sector started with M/s Shri Ram Fibres Ltd., Trichy as a Supervisory Trainee, wherein I learnt my Basic Engineering practices. With that valuable knowledge base, I got appointed in the Directorate General of Quality Assurance (DGQA), Ministry of Defence in 1989 and had a career of 18 years upto 2007. Currently, I am an Engineer with Bharat Earth Movers Limited (BEML), which is a PSU under the Ministry of Defence. My career at BEML spread across a spectrum of fields like Quality Assurance, Manufacturing and Materials Management and I am currently involved in SRM e-tendering, bid evaluation, negotiation, and contract management activities.
CPPP is the first ever course that I have completed in the Procurement/ Materials Management side. In my opinion, the course, with its effective visuals, made it much easier for me to understand the Public Procurement scenario. It is a valuable guide to public procurement professionals like me.
On completing the course, I feel that our public procurement system is weaker on the planning side and a lot of work needs to be done since there is no forecast analysis and in most of the cases, procurement action is initiated at the end moment, only when stocks are about to be exhausted.
I feel that this knowledge of public procurement should not be restricted to the higher authorities only but should be disseminated upto the grassroots level, to all individuals in the public procurement domain, to cultivate fair practices at all levels. Thanks to the World Bank for organising such a wonderful course.
